Hacking gateway black screen when trying to go into gateway mode

just got a brand new old 3ds xl that came with 8.1 and im trying to set up gateway and after backing up my systemnand it just gives me a black screen when ever i try to launch the exploit from the web browser. I haven't tried downgrading yet since I wanted to make sure everything was working fine before doing it.I can go into the gateway menu by holding the L button but if i try to go to gateway mode or classic mode it just gives me black screen. the diagnosis passed with no problems.
