How to editing Game files from YO kai watch blasters , the english voices to japanese voices and bring back the yo kai songs in japanese i mean the save files like here but on the own cartridge

That's just impossible. Cartridges are ROM (Read Only Memory) type

While they are never going to be able to chuck it in their mate's 3ds and play with such things I thought there were file replacement/substitution hacks for the custom firmwares.
That would allow for a measure of playing from your own cart while having the perks of a hack. Once set up it might even not be that bad such that "run a hacked ROM like the rest of us and throw the save around if you care" is not necessarily the easier method.

Well, with a CFW like Luma and external game patches activation is always possible to apply mods to original cartridges (on the fly/on hot), if patches are available.

But, the question/requirement from the OP says specifically that wants to apply mods directly on the cartridge itself, which is impossible at all.
