It depends what you mean by free games. If you mean free 3ds games, no, you need CFW for that. If you mean Emulators, yes, you can run emulators through homebrew on 11.0.0.33

Yes, but is it possible with 3ds games without CWF. I know that I can run GBA games and Snes with retroarch but i search for 3ds.
