Is there any program that can force a PC game to run at a certain framerate?

The problem I'm having is that Prince of Persia Sands of Time is running with very jerky animations when running at 60 fps, but not at 30 fps for some odd reason. And I haven't found a fix for it from Ubisoft or any other websites. It does this no matter how high or low the graphics settings are. And on top of it, the laptop is only a month old and way above the system requirements for the game.

In certain games (for instance, Oblivion) there are built-in options to force the framerate to a certain value (which will usually cause the game to run slower in order to match the desired framerate when the hardware's not able to provide it).

Sands of Time doesn't have that. It only has Vsync. Enabled it runs right at 60 fps, and disabled it runs at about 260 fps (too freaking fast).

Edit: Nevermind. I'll just buy the PS2 version.
