I'm a premium member of a certain rom site. I downloaded a 1.1 GB iso and the download speed was constantly changing. It would go between 200kb per second all the way to 1mb. I can't help but wonder why is this. I know next to nothing about computers.

Could be the connection from their servers to you that's lagging.

What kind of internet connection do you have? I have DSL. The connection speed is like yours and fluctuates all the damn time for any number of reasons.

With the vast majority of downloads, my connection fluctuates ±30% speed.
However, downloading LibreOffice gives completely stable speeds, and torrents are pretty stable too considering how they work.

tl;dr Stop being a premium member of that site. It sucks, and it offers nothing for being paid.

I have ADSL 2+. Come a few days later I found myself downloading from the same site at between 0.9 and 1.1 MB each second. Perhaps downloading early morning rather than in the evening makes a difference?
