ROM Hack [Fire Emblem Fates] Wondering How to Edit Character AIDs and Make Weapons Usable on All Characters

I've just started out hacking Fates ROMs and am wondering how to edit character AIDs and make weapons usable on all characters. (EX. Axes can be used by Snipers and Personal weapons can be used by everyone.) I'm using FEFeditor by thane98 and FEFNightmare built into FEFeditor. I've tried to follow tutorias associated with the editor but I have not been able to make it work. I'm also using the Citra Emulator to run roms. If anyone could direct me to threads or offer advice it would be greatly appreciated.
