Hacking FBI with install speeds of 0.25 MB/s?

Hi.
Today I just injected FBI 2.1.1 on Health and Safety and as I install CIAS from there every kind of cia(GBA/3DS) give me install speeds of 0.25 MB/s. Is it normal?
Thanks
Also, should I use the CIA instead of H&S?

You haven't checked if your SD has some problem? Being a class 10 doesn't safely means more speed if the SD has problems.
