Hacking [Fake] Jailbreak ps3 firmware 4.00

On this site *snip* I download a file which says PS3 Jailbreak4.00 - CFW.rar and it is about 180 Mb in size.

Can it be used to jailbreak a ps3 which is on an officiel 4.0 firmware.

Sorry I ask, but I am a very noob on this one.

Are there any trusted sites which can be followed for jailbreak news?

Ok I guess it is fake, you need to download a file for the password. You have to fill in a survey for that...
