If I purchase an EZ flash 4 for use with my Gameboy Micro, can it emulate GBA games straight out of the box?

I don't know exactly what you mean, but with the EZ4, you use a Windows program to transfer .gba files to a mini-SD card. The program is needed to patch the games for the SD card.

But assuming you have something with a GBA slot(in your case, a micro), a mini-SD card, and a mini-SD USB reader, you're set.

Sorry for the confusing question. I was having trouble finding the correct way to ask. You answered it perfectly though. I was just making sure no other purchases were necessary to make the cart play GBA roms.

It doesn't "emulate" GBA games - it runs them directly on the hardware. Aside from minor incompatibility issues with specific games, you should be fine, as the thread in the post above me should help illustrate.
