To add to deufeufeu DAT is a generic extension used throughout computing so each and every one has the potential to be handled differently (even within the same game.
For the DS I have seen them used for everything from graphics to fonts to text to stats for enemies, characters and environments to absolutely nothing to do with the game (the devs left it in when they compiled everything).
As for pulling them from the rom
ndstool and the frontends of DSlazy and DSBuff (my signature has some stuff)
