Hacking Etrian Odyssey Nexus - US DLC won't work

I was hoping for some help. Installed the US DLC .cia for Etrian Odyssey Nexus - but it doesn't work. The DLC does not come up in the game even though it's installed. Is there some issue here preventing it from being recognized by the game?

if its a euro game, it needs a euro update. you can not update a game with a different region update.
the crc hashes are different for different regions. The game and the update need to be the same region.

boot into luma config and see if you have game patching enabled.

1. Okay, I've updated to the latest 9.1 Luma, but still the dlc won't show up. If it's too much of a bother, could you please tell me the steps?
   1. With the 3Ds powered off, press and hold Select, then press the power button. Keep Select held until Luma's config menu appears.
   2. Check the option Enable game patching.
   3. On your SD card, make a new folder in luma and name it titles.
      
   4. Inside titles, create another folder and name it after the titleid of the base game version you have installed:
      
   
   00040000001D5200
   
   Inside that folder, create a text file named locale.txt. Open it up and type EUR EN. Save and close.
   
   I hope it works
   

EDIT: this was from a guy with a USA console and a EURO copy of NEXUS and its dlc in .cia format.
the dlc wasnt showing up for him in the game.
there was no Y prompt.
so a user posted these steps for him and it worked, hope i helped you out

could you tell me what region console and game you are using?
and what did u set the locale.txt to?

Console is Japanese. Game is USA. I didn't use the text I used the Luma Locale Switcher program and set it all the USA and english.

you can also use the Luma Locale Switcher app.

I use squiresm eula setter and set my console to region free.
