Hacking Error Code 007-2001 whenever I enter the eShop

I have asked before, and have never had a suggestion that works.

This all started around November, when I set the region in HANS to Japan. Since then, nothing I do fixes it.

The funny thing is that when I launch the eShop with my region set to Japan I'm greeted with a dialogue box that tells me to change my language, which doesn't work.
