Hacking Error 022-2634 in eShop after setting up EmuNAND

I set up another 3DS for EmuNAND with Gateway 3.2.2, but when I try to go to the eShop using the NNID, it gives error 022-2634.

It is an Old 3DS that was previously on firmware 9.2. It had an existing NNID. I created the setup as follows:

1. Backed up original NAND. Still have this backup.
2. Backed up SD card's contents. Still have this backup.
3. Created the EmuNAND, destroying the SD card's contents.
4. Upgraded the EmuNAND to 9.8.0-25U.
5. Formatted the SysNAND via System Configuration to unlink the NANDs, so that they wouldn't stomp on each other, and so that SysNAND wouldn't try to use the NNID. This is what broke it, since this step phones home on 9.0+...?
6. Downgraded SysNAND to 4.2.0-9U because Gateway's mset loader is retarded and doesn't support 5.0+ firmware, even if you downgrade mset.
6. Copied the SD card's contents back.

Now, attempting to use the eShop or any other NNID feature from EmuNAND is giving error 022-2634. Anyone know why and/or know how to fix this?
