English Pokemon Picross on Japanese 3ds

I want to play pokemon picross in english on this japanese 3ds I have (I just recently modded it via 3ds.guide)
I know I can do a region change, but is there any way to not have to do that, the picross I have installed is region free and has english files in it as well as japanese
I tried using luma locale emulation the normal and nightly and that didn't change anything

Can you change the language in game, maybe? Or get an English-only rom? (If you've modded your console, it should be able to play even with region mismatch, though it might not display the banner in English)
