Endless Ocean: how to extract .bea?

Hi, I'm trying to extract the .bea files from Endless Ocean Luminous, but so far without success. The Switch Toolbox and Bezel Engine Archive Editor both throw up errors. I have attached a sample file. Does anyone know how to extract this? Thanks!

I use WinRAR on my PC to extract files. Then I save to a text doc and then paste under Atmosphere, Contents, Game Title ID (Found in DBI), and finally under cheats.
