The highest you can go currently on a N3DS is 9.5.0-23
Also the system version is simple to spoof.

Dump your Emunand using this https://gbatemp.net/threads/emunand-tool-release-and-support-thread.359239/ and send it to @capito27 not sayig this is fake but its super easy to spoof the system text to say anything.
