Because, on the whole, people don't. Earthbound has a very vocal fandom, but it's a loud minority. Outside of the cult following, not many people really know (or care) about the Mother series.

Nintendo didn't even think it would be profitable to localize Mother 3 for the GBA. I doubt they're going to see much money in developing an entirely new game from the ground up.
