Hacking Dummy Titles showing up under devmenu, safe to delete?

So im seeing a couple of .cias installed that just say Dummy Title for an application type and a system type, can i delete them or should i just leave them alone.

No you should keep them. DevMenu 11.4 shows a few more titles then the previous versions did. I don't know exactly what the dummy files were used for. But it may have been for anti-piracy checks. It's probably bad idea to uninstall them.
