No. Bans are to each specific console, based off hardware. Hardware info never transfers between 3ds's during a sys transfer.
The ban itself can and has transferred, resulting in the original console no longer being banned and the new console being banned itself. I have first-hand experience with this happening.
It may or may not transfer. Different people have had different results.

Well if you're eShop banned with 005-5964 error code, you can't system transfer to a new console.
From my test, doing a system transfer from a banned console (Poke Sun & Moon ban wave) to a New N3DS results in no ban in the target console.

My o3ds was banned and I've used a public lfcs to bypass the 002-0102 ban but the 022-2812 ban still exists while trying to link a new nnid in eshop.
Is it ok to use my o3ds system to downgrade a n3dsLL on 11.1 firmware?
So if I do it, and the ban happens to transfer, would I not be able to use the now unbanned 2ds to unban the n3ds?
if your n3dsLL is on 11.1 you could use this to downgrade without using your o3ds https://3ds.guide/dsiware-downgrade-(save-injection)

If you do a system transfer from the banned to the new one, and the ban transfers too, you can format your old CFW 3DS to generate new localfriendseed to unban you again
I checked this guide but I do not have any of the 4 DSiWare games on my n3dsLL... I just got the brand new console and since it is JPN region it's quite difficult for me to get JPN cart games as homebrew enterpoint in the USA.
I'm trying to follow this guide https://3ds.guide/dsiware-downgrade-(app-injection-and-second-3ds) but I wonder if the lfcs is banned can I restore the fc on the n3dsll to the one before transfer.

If I want to transfer to 11.1 firmware I will also need a homebrew enterpoint on the target console to launch ctr-httpwn, while if tranfer to 11.2 firmware I just need a game from https://3ds.guide/dsiware-list on the sorce console.
As I'm going to downgrade by system transfer anyway, had I better upgrade my target console to 11.2 firmware?
