Homebrew DSi - HiyaCFW - Why make TWLCFG0.dat and TWLCFG1.dat read-only?

Title. Also, is it safe to leave these files read/write, so I can change system settings without the system crashing?

It's probably to prevent bricking the SDNAND, apart from that, I don't know.
