Interesting, what file format is the rom in?

It is a standard .nds file like most DS roms, or is it different for DSi?

I've heard the official format that nintendo gives DS roms is .srl, that's how they're compiled.

The nfo says it is in .bin/.lst format.

No, this isn't the one where you create microgames. It's just a short minigame collection of camera-based games.

They're saved in .bin format on the SD card in \private\ds\title, along with a single .lst file.
They're named along the lines of 4B4D394A.bin, 4B4D464A.bin etc. up to 484E474A.bin. The .lst file is HNB_.lst.

There's also a \private\ds\app folder, which contains a folder \484E494A, which contains pit.bin. Possibly browser settings? It hasn't been modified in a few days, so nothing to do with DSiWare.

Also, when copying the browser and Moving Notebook over to the SD card, you get a warning that not all data may be transferable. No explanation given on this one.

From what I read in the NFO, doesn't look like this is a real dump. At least if you relate it to the Wii. Looks like this is the just personal copy one can make, like in the Wii, and not something that can actually be installed in its current format. Will need a wad type file to do something like that.

At least, that's as much as I've gathered from it anyways...

The first word is "Utsusu" not "Utsutsu".

Edit: This would probably be "Wario Ware Transferred", going by the theme of Wario Ware Touched and Wario Ware Twisted. (Utsusu means "to transfer".)

I wonder if these could be hacked to play on Lite and Phat...
No, it will never happen, its simply impossible as it requires the DSi firmware which will never be capable to run on a DS Lite or Phat unless you buy and gut a DSi and transfer all of its hardware to the DS Lite shell. The DSi has a new motherboard, new ARM processors and other new hardware as much as the firmware bring much larger than what the DS Lite is capable of storing,

So in short, if you want to play DSiWare games and apps, get a DSi.
