If you want DS and 3DS roms to launch from the same cart, you can get a DSTWO+, but the emunand suspport is cut off right now I think.

Don't get a DSTWO+ you want a flash card for DS everything else that card can do you can do for free through HBL.

It's possible, but you can only convert DSiWare NDS ROMs into CIA.
