Yes, Herman van Veen came up with it for a theatre show. The TV series was produced afterwards in collaboration with some Japanese companies.

Why not make a Dutch Appreciation Topic and go all out there.....This topic has become a bit exclusive for nostalgic dutch kids who sum up all the children's shows they know, as if to impress with knowledge of old TROS programs! There is a "The Dutch Topic" somewhere!
