It's been released in Japan...but not in the US.

So, no, it's not technically a new game.

And for DS it's not considered PAL (DS's are region free!), more like 'European release'

IIRC... Dragon Quest Monsters: Joker saves like 40MB when trimmed, and Naruto: Path of the Ninja has about 30MB to remove. So I wouldn't be surprised.

This seems to be a follow up to the one GBA title in some way, going by it's title logo. Don't know of any plot details though since the plots of Bomberman games are a bit strange and rarely talked about.
