Gaming Dragon Quest Help?

When i enter the shrine (or the exclaimation mark spot on the map) for island S, that black hooded man is standing there, telling me that i should go talk to the commisioner and battle him.
So i return to island zero and enter the HQ and try to enter the commissioner's room. However the man standing outside says he's busy. Now i dont know what to do next.. Is there anoter place the commisioner could be?
Anyone who could provide some suggestions if they have passed this part of the game?

Thanks. Now i can proceed in lvling my silly monsters. Slimes ^^.
My brother is ahead of me now in this game cause i got stuck.

You have to battle DR. Snap then you return to the dungeon and you can enter it.That's what I did.

I just finished the finals tournament and mr.snap jacked the incarnus and left.
where did he go I cant find him?

[title:luken27's answer]Follow Dr Snap to Infant Isle, then to Celeste Isle, then to Fert Isle. There will be a new jetty open on Fert Isle that leads to Cell HQ.
