Downloads: Not open yet?

I uploaded a skin file to the Downloads and it's not available, if I go to Edit my files, it says Not Open yet can someone explain this message?

I don't have the answer to your question but did anybody else click on this topic thinking it was going to be somebody requesting roms!

I believe the files have to be checked by a staff member before they're available to everyone.
