Hacking Download Play with CIAs on CFW

Every time I've tried to use Download Play with games excluding Mariokart 7, I've gotten an error upon immediately selecting the Download Play option on them. It's happened on Puyo Pop 20th anniversary, Puyo Pop Tetris, Kirby Triple Deluxe on the US region, Triforce Heroes, and maybe something else I think.
Those are also the only games I've tried, but they all say there's a connection error either from an in-game dialog box or from a system dialog box. What the hell is the problem?

Only possibility I can think of is that the cia's were made WITHOUT including the download play part. Did you make these or get them elsewhere?

Are the games in the same region as your CFW region? If not, it is normal behavour.
BTW, it never hurts to boot into config to change the EULA to FF.FF and try again with your games.

if the CIA is in a different region from your 3DS, download play will not work, not even games that use download play protocol to use with local ad hoc (i.e. mario kart 7)
