Hacking Downgrader Question

My friend has a wii that is still sitting at system menu version 3.1U (as far as I know, he never updates). I was going to update him to 3.2U so that he could install Starfall and play region free (he actually imported TOS:KoR without knowing that the Wii is region locked). The problem is, if he uses the built-in update system I know it will update him to 3.3U with the the signing-bug fix and IOS51 (which would be not ideal), so I was thinking I would use Waninkoko's downgrader to update him to 3.2U. My concern is, now that the IOS51 update is out, all the IOSs that it would grab from the Nintendo server to install 3.2U would have the signing bug, and thus all the problems that go along with the IOS51 update. My question is basically, will Waninkoko's downgrader somehow grab previous versions of the IOSs, does it not reinstall an IOS if there haven't been any updates since the previous revision, or will it screw over his Wii to "downgrade" to 3.2U?
