I have the most recent CFG USB Loader as well, it seems to be an issue with the game using a Japan region console regardless of the steps to turn it into an english console/ run it under forced english settings.
Here's the fix. Use Wiiscrubber to replace the original Main.dol with the fix'd main.dol posted below, as shown in this image

Yeah, that has been tried. I modified the dol myself, using a similar method that was used in the JAP release of Kirby's Epic Yarn.
To those who need the fix, what you need to do is extract the main.dol from the game, using WiiScrubber, then edit the Main.dol using a hex editor.
Replacing the "JAPN" text with "ENGL" in the main.dol resolved my issue. Use CTRL+F ENGL with your hex editor.

Thanks i added it to my todo list. Right now Country String patching does the same, but only with 2 chars("US" or "JP"), next will have it with 2/3/4 chars.

One thing that just occurred to me.... The sound on the 2600 sucked less back then the harsh sound we hear now is from infinitely better speakers we have now, back when the 2600 was new speakers produced a almost muffled sound, like CRTs made old graphics look slightly better. -

I think a few of the early systems could benefit from that, at least up to the 8 bit generation, by the 16 bit generation I think TVs had gotten a lot better in almost every way
