Simple, banned or Ip banned users see posts or threads. only seeing, no commenting or anything. clicking a link or something.
i wasnt ip banned, i am wondering this because ive seen a question about bans yesterday.

if you are banned you can still visit the site as guest and browse

IP ban is for spambots, to prevent them from registering again
