its an application that is used to make calls like a phone... does this increase the phone bills of the people that I call?? I don't want to make my family and faraway friends pay more on their phone bill because of me using a ds homebrew app...

It won't work with just about any DS emulator since none of them support wifi.

Use Google Voice, it's a free VOIP service. As long as you're on wifi it won't affect any phone bill.
