it might not simply be about 'encryption' - just because you can decrypt the files does not mean for certain they will be compatible with a lower fw.
for example, newer APIs can get added in newer fw, i am sure there are a few reasons why encryption is not the only problem.
maybe these things do not apply to 3ds, but i think some must.
it might be possible, but it does not have to be easily possible
