Checkout James Cameron flicks if you haven't already like True Lies or Terminator 2 they pretty much fit your description. Dredd is the closest thing to Marvel I can think of that you may have not seen. I always recommend City of God to anyone that asks about films, young kids gangs/turf wars in Brazil.
