with wiiscrubber you can extract files. there's also TruchaSigner but it's less known.
you can probably also use Wit/wwt, and you don't even need to convert to ISO first.
there's also a tool from Crediar (Discex), but was written specifically to extract the game for Sneek+di in mind.

GCRebuilder (GC games only) and Dolphin can extract files conveniently.
The thing is, what do you want to do after extracting? If you wanted to rebuild the iso, GCRebuilder can do it but for Wii games, you might have to resort to wiiscrubber (file by file replace with the original iso) or Wit

Wiiscrubber can't replace entire partitions? maybe truchaSigner can.
there's a tool to create disc partitions (partitionBuilder), but I never used it so I can't tell if it's outdated or working fine. I have v1.1 only.

Or, wit/wwt, it does everything from/to all formats, but uses command line which requires some learning.

IIRC, Wiiscrubber only replace one file at a time, the file can't even be bigger than the original file. I haven't use it for ages (ever since USBloaders appears), hope i'm wrong.
Never used truchaSigner before so i am not sure but its description doesn't mention partition either.
wit/wwt is the almighty app though a bit complicated.
