Its not, its NTFS, when i am trying to format it from windows, it only shows exFAT and NTFS, not FAT32.
You can't format big drives in Windows to FAT32 through the GUI.

Methods: https://windowsloop.com/format-drive-in-fat32-windows-10

If you choose the command prompt method, make sure to add /Q for quick format, otherwise you'll be sitting there forever formatting it.
Code:
FORMAT <YourDriveLetter>: /FS:FAT32 /Q

Yes it'll work if it's formatted to FAT32.
You could do a bit of soldering and internalise the HDD by removing the DVD drive but I'd honestly say that getting a 2 TB 2.5" HDD to swap out the HDD in the xbox would be easier.
