Homebrew Do Wii U apps have access to the infared blaster?

I’ve been wanting to add more functions to the Wii U tv remote, I’ve heard the only way to add more function is to create a custom firmware for the gamepad which I very much would not like to do because of the high probability of bricking it (I’m not made of money). Would it be possible to make an app that has access to the infrared blaster in order to clone signals from a tv remote? Or is the blaster locked to the tv remote section of the gamepad’s firmware? As far as I know no app has used the ir blaster like this which is the reasoning behind my question.

My dream application would be a using the gamepad microphone to create some kind of epic music visualiser on the TV screen.
