This may be an over-asked question, but i can't find my solution anywhere.
Do VPN services or at least some of them take up internet speed of the whole router? Like, would using a VPN slow down the internet speed for other devices in the house?

Depending how much cpu power your router has will affect how fast you can decrypt and encrypt your data thus affecting your speeds. You can have 2 routers linked up and just have a few devices connected to both if you are worried about slowing down the other users in your house.

Would that work with a 8 MB internet speed plan?
