Hacking DO I always have to boot my cfw to run a cia?

I too used the pre-built ones, and from the start the booting experience wasn't "just fine," I would have to turn the poor machine on and off for at least three rounds to get just the fucking emuNAND to actually boot, and double (sometimes even triple) that for the Decrypt9 boots.

Is it safe to presume that you use a Japanese 3DS?

I think A9LH is global,not just for Japanese.
Also,the developers r not Japanese.

Maybe you have a cheap/fragmented SD card? Because I have a really high quality expensive one and it boots fine.

No, my SanDisk Ultra PLUS 32GB MicroSDcard was not the problem for when it actually did boot into the emuNAND everything worked as fine as could be, same goes for Decrypt9.

I have a SanDisk Ultra Plus mSD too. Still could have been from fragmentation.

GBAFail's just someone in denial. Avoid his advice if possible.

It's just that Chinese 3DSes can't downgrade to the necessary firmware to obtain the otp.bin file (2.1.0-4U/E/J) because the first ones shipped with a variate of the fourth firmware version.

I wouldn't call it a upgrade, more like a different solution. I rarely ever turn off my New 3DS XL and I still like to use my Gateway-3DS. I've already downgraded my 3DS (Probably one of the first 30 people with memchunkhax2) and I don't want to bother doing it again. EmuNAND is safe to me and Rei/GW works fine for me so why fix what's not broken?

I can agree with that. Although I don't think emuNAND upgrades are a problem at this point. As people with A9LH can dump the private keys (like keyX) and use them with cfw on Menuhax.
