Yes. Many sources claims that the other "players" are bots.
I've noticed that playing tge same course over and over tends to repeat characters. It could also explain why you're able to choose 10 favourite characters on your player's profile. I think the "style of gameplay" gets somehow recorded and called whenever the game needs through AI.

Yeah, that makes sense. But the nicknames... Sometimes I wonder if they are bots or humans because of their choices. If they are indeed bots, who the hell came up with those weird names? Nintendo?

Real players makes their profiles.
Nintendo records real gamer's play style on each track for each cup season.

When you play, the game uses AI to select one of the 10 favourite characters on real player's profiles and "literally replays" the play style using AI in order to make you feel you're competing agains real humans in real time.

Thus, "bots" is nothing but AI replaying real player's play style and name on any track they've played thus far.

I see... So it's like we are playing with the "ghosts" of the other players. In the end, when you do a track, they will use your "ghost" with other players at random. Didn't think about that, but it's an interesting way to make things work for them without having interruptions when people lose their connection. Otherwise, just imagine if you were playing live with 10 real people and because one of them lose the connection you won't be able to keep playing... It would be an awful experience. But how do they do with Mario Kart online? Never thought about it. Is it the same?

I dunno about Mario Kart Online.
If it's on consoles, then I think it's pretty much nothing out of the ordinary.

Note: All I said about Mario Kart Tour is how I think it works.
