The mip maps would probably not load, if you replace them. I made a bug report for this a while ago, but to this day I got no reaction.
The texture replacement system was made by Stenzek and the mip map implementation also either by Stenzek or Refraction, I think. Both are retired though and I think there is now a gap of expertise.

So they are not named as *-mip? Then the textures are either not flagged as mip maps or the mipmapping option in your settings is disabled. In FlatOut 2 the filenames change to *-mip if mipmapping is enabled. If mipapping is diabled, the textures will also dump but with different file names which makes them hard to find. In DQ8 this options changes nothing, because the mip maps are obviously not flagged as such.
