So it is spinning when you power on. That could be one of several things.

How long have you left it and it continues doing that?

Do you have a boot disc in the DVD drive (version or windows/linux or something)? Was it working fine before (no slowdowns, crashing, resetting, blue screening, error messages...)? Did you try upgrading to windows 10 (that probably shipped with 8.1)?

Can you do anything on http://www.asus.com/support/FAQ/1008253/ (asus I know but it should be general for all)?

Have you run through anything on http://www.dell.com/support/home/uk...port/product/inspiron-15-3531-laptop/diagnose ?

Thank you is solved But now i have a new problem when it boot, it loading on few secondes/ 1 minute and it show blue screen who say : Your Computer need to restart and it restart... Now it boot with Preparing Automatic Repair and after this
it show black screen... Please help me Thank You

I'd recommend using the Windows 8/8.1 Install media to Refresh the PC, press F8 During the Bootup screen, or directly boot up to the Installer, then Select Repair my PC, then Troubleshooting, then Refresh PC. This will reinstall windows, but will keep Files, and i think it keeps your Settings....I think.
