Never seen those in Europe, but if the game is already uploaded to the servers and you get a ticket with a time limit... you could dump the titlekey and download it on PC, I guess!

Maybe if you had a cia of it that had some sort of patch or fix in place. I think Pokémon VC cias were read as preloaded but not playable unless you downloaded a specific cia release of it. This is assuming it's because of a patch and such a thing can be applied to a game not pre installed.

Nah, if you don't care about correct titlekeys, the easy way for major releases is to become friends with your local game shop and have them call you as soon as the delivery truck arrives... :)

Yes you can. If you can create a valid ticket for the content. But that assumes that a title key can be dumped from a preloaded item. I haven't personally tried but it should be possible. All the "patched" dlc mentioned simply had passable licenses. And with a Propper title key it should be possible to generate an active license like those.

I guess the only way to do so is to get the content dumped somehow and bruteforce the key for it. Which probably takes longer than just waiting for the release.
If it was easy to get the key they wouldn't do upload them before and let you preload them.
There are good developers and reverse engineers in the scene. So if they would actually work on it they may possibly be able to create it.
Maybe there is something like that in private already. But you can't expect a release from these guys on that.
