ROM Hack Copied gateway emunand over to A9LH, Puzzle Pieces missing

n3ds with luma, i restored the emunand so not to loose somethings, but my mii plaza puzzle pieces are missing, ive tried to edit the save and import it back in, but it still only shows the 5 main grids

any idea how to unlock the others?
