Hacking Conduit 2 Friend adding problems

Ok so I have conduit 2 on Configurable USB loader on Ios 249. Everything is working beautifully except when I try to add my friend it always says invalid FC. I have added only 1 friend with NTSC. I have pal. I dont know if conduit 2 is really region locked or this is a really messed up problem. Also I have wiiconnect 24 on but for some reason it always says its off when I play online games. It doesn't affect me playing online but it effected me sending replays in Super Smash bros brawl but not when receiving them. Now it says every US conduit 2 FC i add is invalid. The game can update and everything as well.
