Well, as we have previously discussed, a GBA rom would,never,ever run-able from SLOT-1 device due to hardward restriction.
(i'll skip the hypervisor blabbers.)
Seeing that Nintendo,this time, had the courtesy of removing backwards compatibility completely this time,that means the DSi itself is designed to only run, and ONLY slot-1 stuff.
At that kind of specs, and Team Twiizer's discovery lately, software emulation of GBA on DSi might be not so far away =P

I see potential GBA emulation here.
I forgot who said it, but to have something to be emulated, the Emulator itself need to run at 7~9times the speed of the emulated.
And check this.
GBA's Spec: 16.8mhz 32kb + 96kb VRAM and 256kb WRAM
DSi's Spec: 133mhz(around 8 times faster) + 16mb of ram.
At that kind of specs, and Team Twiizer's discovery lately, software emulation of GBA on DSi might be not so far away =P
