Hey guys,

So recently I purchased a Wii U from a second-hand shop and when I brought it home, set it up and turned it on, I was annoyed to find that it had a previous owner on it. Not only that, but the previous owner's account was password protected and the ability to create a new user was blocked by a parental controls pin. Before you immediately comment "oh just go to mkey.salthax.org and get a master code", I cannot access the parental controls app because it is blocked by the previous owner's password protected account. When I try to make a new user, inputting the wrong code 3 times does not give me an inquiry number so I cannot use the master key generator at all. I also have no idea what version the console is on because I cannot open system settings because it is also locked by the password, and I cannot connect it to the internet (even with an ethernet adapter) because that is also inside of system settings which I cannot access.

Is there any way to bypass either of these locks or do I just have an expensive brick?

Why you didn't check before paying
That's what I thought as well. The owner could've just removed the PIN before shipping it over. OP, if you had contacted the seller prior to buying, then they could've assist you with that.

I did bought a wii u on ebay last year where I couldn't factory reset because the gamepad won't pair and I wasn't able to factory reset because there was an account on the system already. People should factory reset before selling

I bought a used 3DS a few years ago that had a password, I forgot how I did it but there was a third party website that cracks the password, long story short I got it working and been using it to this day.
