Hacking Compiling for 3ds programming?

I am starting to learn how to program for the 3ds and I don't know how to compile much... I have Visual studio 2013 and I've compiled programs with that, But I can't figure out how to compile libntrplg and things like that. Could someone point me in the right direction please?
