ROM Hack Code Tutorial?

So, I bought the River City Ransom games because I've been a huge fan since I was a child. I tried searching for cheats with checkpoint, but there are none for any of them (River City: Rival Showdown, River City Tokyo Rumble, River City: Knight of Justice). So I searched on google, and I found NTR plugins, but found NTR is no longer supported, and was told to use 3GX, but 3GX doesn't have plugins for those games (and old plugins don't work for 3GX, right?). So basically, I went through every avenue to secure codes for these games, but found none that are viable.

Finally, I thought: "Why not just make some cheats?". I make them all the time on Cheat Engine for PC games, how hard could it be? Except, I don't know what to use to actually find the values on the 3DS. I heard that NTR was used for that, but as stated, it doesn't work. Does 3GX allow you to create codes? Can anyone point me in the right direction of how codes are created? OR (preferably) happen to have codes for these games?
