Homebrew CIA Emulators for 3ds - where is the best list?

Hi All,

i've been around looking at the wiki etc, and i'm having a hard time finding any good resource for a list of all CIA system emulators designed for the 3ds that are rated the best of the best.

I'm primarily looking for:

SNES - primary - is blargSNES the best here? and is it any good?
Genesis
NES
SMS
Arcade

w/e else...
