As someone who already had to lift one thread because community drama prevented
cheats from becoming available, I hope this is solved to the satisfaction of end users, who are the ones who actually use the
cheats.
IANAL but my little understanding is that, even if the
cheats themselves were not "programs" (my opinion is that they are, because they are sets of direct instructions, in a purpose-specific language, following an algorithmic procedure) it should
still be possible for the authors to release the cheats as a sort of work of art (instead of merely as raw code), which would allow them to be offered via a CC-BY-NC-SA license. Kinda like how the Gamefaqs guides back in the day were works of art with ASCII covers, diagrams, etc.
Thus any site not providing attribution (BY), using the cheats commercially (NC) or altering their distribution (SA) would be in breach of the terms of the license and thus open to legal action.
